Desmond started his career at 17 years of age with the Royal Canadian Naval Reserve in 1988 - 1991 as a Bos'n and sailed on the east and west coasts of Canada. He graduated from the Naval Architecture program at the Marine Institute of Memorial University in 1996.
He has worked in private, municipal, provincial and federal governments in all aspect of marine and civil works as a designer, project manager, technical expert, manager and executive throughout Canada. Since 2009 he has been the Regional Director of Marine Safety and Security. He and his team are responsible for regulatory oversight for shipping in the Canadian Arctic and Prairie region
Most recently he became part of the department’s team to help deliver the Government of Canada’s Oceans Protection Plan through his role as the Senior Advisor to the Director General Oceans Protection Plan Engagement and Arctic Liaison.
The $1.5 billion Oceans Protection Plan is the largest investment ever made to protect Canada’s coasts and waterways, while growing our economy. The national strategy is creating a world-leading marine safety system that provides economic opportunities for Canadians today, while protecting our coastlines and clean water for generations to come.
Corporately he was the lead for the Transport Canada My TC Talent Network and is the TC champion for the Military Employment Transition initiative that is coalition of employers who support and offer transition opportunities for veterans who have retired, or are planning to retire, and wish to continue to their careers.
